SASO Certification systems required for exporting to Saudi Arabia

 

Today, I’d like to explain the certification systems required for exporting to Saudi Arabia, something many of you have asked about.

Saudi Arabia operates several certification programs through its national authority responsible for product safety and quality—SASO, a name you may already be familiar with.






SASO (Saudi Standards, Metrology and Quality Organization)
is the Saudi government agency that oversees:

  • Establishment of national standards

  • Quality control and supervision

  • Regulations for measuring instruments

  • Market surveillance

  • Operation and management of the SABER system

SASO defines technical regulations for a wide range of products such as electrical and electronic goods, food-contact materials, textiles, machinery, and more. It develops testing and inspection methods, oversees the national metrology system, and enforces quality control measures.

To ensure the safety of products distributed in the domestic market and to protect consumers, SASO conducts inspections and operates a recall system. It also continuously updates regulations for alignment with international standards.

SASO additionally manages SABER, an online certification platform designed to streamline compliance verification for imported products.


Exporting to Saudi Arabia: SABER Registration & Certification

Most products exported to Saudi Arabia require registration in SABER and completion of the certification procedures (CoC / P-CoC + S-CoC).

SABER is the online platform managed by the Saudi government for product registration and conformity assessment. Exporters must use this system to register products, check HS-code requirements, and obtain the necessary certificates.

1. P-CoC (Product Certificate of Conformity)

  • Issued once per model

  • Valid for approximately 1 year

  • Requirements vary by product category

  • Requires test reports proving compliance with the relevant Saudi technical regulations (TSF)

2. S-CoC (Shipment Certificate of Conformity)

  • Issued for every shipment

  • Mandatory for customs clearance

  • Includes document review and pre-shipment checks


SABER Certification Process

  1. The Saudi importer creates an account on SABER.

  2. The importer checks the applicable technical regulations and requirements based on the HS code.

  3. The importer registers the product and selects a certification body.

  4. Required documents (test reports, product photos, technical files, etc.) are submitted.

  5. After review, the certification body issues the P-CoC.

  6. At the shipping stage, commercial invoices and packing lists are submitted to obtain the S-CoC.

  7. The S-CoC is required for Saudi customs clearance.

  8. Once all procedures are completed, the product can be officially distributed in the Saudi market.

The purpose of these regulations is to ensure clarity, transparency, and the prevention of non-compliant products entering the market, ultimately improving national quality standards.

SASO is responsible for establishing the regulations, while SABER serves as the operational platform that manages product and shipment certifications according to these rules.


Additional Mandatory Labels (Depending on Category)

  • Electrical & electronic products: IECEE certification

  • Certain safety products: GSO Marking

  • Energy-related products: EER Label

Companies exporting to Saudi Arabia must pay close attention to:

  • Technical regulation compliance

  • Preparation of test documentation

  • Arabic labeling requirements

  • Certification renewal cycles

Saudi Arabia remains one of the most demanding markets in terms of regulatory requirements, and these regulations continue to tighten.
