SASO Saudi Standards, Metrology and Quality Organization &SABER Certification for Exporting to Saudi Arabia
Today, we would like to share information on a topic many of you have been curious about —
the certification system required for exporting products to Saudi Arabia.
About SASO
Saudi Arabia operates certification systems through a national authority dedicated to enhancing product safety and quality.
You may already be familiar with SASO, which stands for:
Saudi Standards, Metrology and Quality Organization
SASO is a government-affiliated body responsible for:
-
Establishing national standards
-
Supervising quality management
-
Regulating measuring instruments
-
Market surveillance
-
Managing the SABER system
SASO defines technical regulations for many product categories such as electrical and electronic devices, food-contact materials, textiles, machinery, and more.
It also establishes testing and inspection methods, oversees national measurement systems, and maintains quality control frameworks.
To protect consumer safety within the domestic market, SASO performs inspections, market monitoring, and operates recall systems.
In addition, the organization continually updates regulations to ensure alignment with international standards.
SASO also operates SABER, an online certification platform designed to efficiently handle the conformity assessment of imported products.
SABER Certification for Exporting to Saudi Arabia
Most products exported to Saudi Arabia require registration and certification through the SABER system, including:
-
P-CoC (Product Certificate of Conformity)
-
S-CoC (Shipment Certificate of Conformity)
SABER is an online platform operated by the Saudi government for product registration, conformity assessment, and verification of HS code requirements.
P-CoC (Product Certificate of Conformity)
-
Issued once per model
-
Valid for approximately 1 year
-
Requirements vary depending on product category
-
Requires submission of test reports proving compliance with relevant Technical Regulations (TSF)
S-CoC (Shipment Certificate of Conformity)
-
Issued for every shipment
-
Mandatory for Saudi customs clearance
-
Includes pre-shipment inspection and document review
Overall SABER Certification Process
-
The Saudi importer creates an account on SABER.
-
Based on the HS code, the importer checks applicable technical regulations and certification requirements.
-
The importer registers the product in SABER and selects a certification body.
-
Required documents such as test reports, product photos, and technical files are submitted.
-
After document review, the P-CoC is issued.
-
At the time of shipment, commercial invoices and packing lists are submitted to obtain the S-CoC.
-
The S-CoC is presented during customs clearance.
-
After completing all processes, the product can be legally distributed within Saudi Arabia.
This system ensures regulatory clarity, prevents non-compliant products from entering the market, and improves overall national quality standards.
SASO sets and manages the regulatory framework, while SABER serves as the practical platform for product and shipment certification.
Additional Mandatory Labels (Depending on Product Type)
-
Electrical & electronic products: IECEE Recognition Certificate
-
Specific safety-related products: GSO Mark
-
Energy efficiency products: EER Label
Exporters must also ensure compliance with technical regulations, preparation of test documentation, proper Arabic labeling, and timely certification renewals.
Saudi Arabia is known for its strict and continuously evolving import regulations, making thorough preparation essential for exporters.

SASO Certification systems required for exporting to Saudi Arabia
Today, I’d like to explain the certification systems required for exporting to Saudi Arabia, something many of you have asked about.
Saudi Arabia operates several certification programs through its national authority responsible for product safety and quality—SASO, a name you may already be familiar with.
SASO (Saudi Standards, Metrology and Quality Organization)
is the Saudi government agency that oversees:
-
Establishment of national standards
-
Quality control and supervision
-
Regulations for measuring instruments
-
Market surveillance
-
Operation and management of the SABER system
SASO defines technical regulations for a wide range of products such as electrical and electronic goods, food-contact materials, textiles, machinery, and more. It develops testing and inspection methods, oversees the national metrology system, and enforces quality control measures.
To ensure the safety of products distributed in the domestic market and to protect consumers, SASO conducts inspections and operates a recall system. It also continuously updates regulations for alignment with international standards.
SASO additionally manages SABER, an online certification platform designed to streamline compliance verification for imported products.
Exporting to Saudi Arabia: SABER Registration & Certification
Most products exported to Saudi Arabia require registration in SABER and completion of the certification procedures (CoC / P-CoC + S-CoC).
SABER is the online platform managed by the Saudi government for product registration and conformity assessment. Exporters must use this system to register products, check HS-code requirements, and obtain the necessary certificates.
1. P-CoC (Product Certificate of Conformity)
-
Issued once per model
-
Valid for approximately 1 year
-
Requirements vary by product category
-
Requires test reports proving compliance with the relevant Saudi technical regulations (TSF)
2. S-CoC (Shipment Certificate of Conformity)
-
Issued for every shipment
-
Mandatory for customs clearance
-
Includes document review and pre-shipment checks
SABER Certification Process
-
The Saudi importer creates an account on SABER.
-
The importer checks the applicable technical regulations and requirements based on the HS code.
-
The importer registers the product and selects a certification body.
-
Required documents (test reports, product photos, technical files, etc.) are submitted.
-
After review, the certification body issues the P-CoC.
-
At the shipping stage, commercial invoices and packing lists are submitted to obtain the S-CoC.
-
The S-CoC is required for Saudi customs clearance.
-
Once all procedures are completed, the product can be officially distributed in the Saudi market.
The purpose of these regulations is to ensure clarity, transparency, and the prevention of non-compliant products entering the market, ultimately improving national quality standards.
SASO is responsible for establishing the regulations, while SABER serves as the operational platform that manages product and shipment certifications according to these rules.
Additional Mandatory Labels (Depending on Category)
-
Electrical & electronic products: IECEE certification
-
Certain safety products: GSO Marking
-
Energy-related products: EER Label
Companies exporting to Saudi Arabia must pay close attention to:
-
Technical regulation compliance
-
Preparation of test documentation
-
Arabic labeling requirements
-
Certification renewal cycles
Saudi Arabia remains one of the most demanding markets in terms of regulatory requirements, and these regulations continue to tighten.

Used-Car Export RORO vs. Container Reliable Logistics Service for the Middle East
Hello,
This is E-Logis Asia, your trusted forwarder specializing in used-car exports to the Middle East.
As the summer heat begins, we hope that despite the rising temperatures, your business moves forward with passion and leads to meaningful success.
Today, we would like to once again share information about exporting used cars to the Middle East region.
Used-Car Export Market in the Middle East
In particular, Dubai and Saudi Arabia are among the most prominent global markets for used-car imports.
These countries have a high demand for automobiles and rely heavily on imported vehicles, making them attractive destinations for individuals and companies exporting used cars from Korea, Japan, the United States, and other countries.
Basic Process of Exporting Used Cars
To begin the export process, you must first select an exportable vehicle, check its condition, and prepare the basic documents such as the model year, mileage, and performance inspection report.
In Dubai and Saudi Arabia, left-hand drive vehicles are preferred.
Engine condition, exterior maintenance, and especially air-conditioning performance are highly important factors.
Choosing the Shipping Method: RORO vs. Container
Once the vehicle is selected, you will choose between RORO (Roll-On/Roll-Off) or container shipping through your forwarder.
-
RORO Shipping: Vehicles are driven directly onto and off the vessel.
-
Container Shipping (20FT or 40FT): Vehicles are loaded inside containers for protected transport, ideal for high-value cars, supercars, or classic vehicles.
Before loading, vehicles undergo cleaning, interior preparation, battery disconnection, and other safety measures.
Shipping begins according to the scheduled departure date and the issuance of the Bill of Lading (BL).
Customs Procedures in Korea
In Korea, exporters must file a customs declaration to register vehicle information with the Korea Customs Service.
Licensed customs brokers and forwarders specializing in vehicle logistics typically handle this process.
Unlike general cargo, used vehicles require strict documentation including VIN, engine number, and registration number, and exporters must verify the import requirements of the destination country in advance.

Air Charter Service Introduction – ELOGIS Group
Air Charter Service Introduction – ELOGIS Group
Hello!
We are ELOGIS Group, a leading logistics solution partner in the Middle East and Asia.
As we move past the weekend, the air has turned noticeably colder and the layers of clothing have surely gotten thicker.
We hope you are staying warm and taking care of your health during this crisp autumn season.
Today, we would like to introduce Air Charter services.
What Is an Air Charter?
An Air Charter is a widely used concept in international logistics and urgent transportation.
It refers to leasing (chartering) an aircraft—either the entire plane or part of its cargo/seat capacity—for the transportation of specific cargo or passengers.
Based on customer requirements, the whole aircraft or designated cargo space can be rented, operating on a custom schedule independent of regular flights.
Air charter service is not bound by standard airline schedules or pricing.
Instead, a shipper or freight forwarder leases full or partial capacity to operate a non-scheduled flight on their desired date and route.
In other words, rather than matching cargo to an airline’s timetable, an air charter builds a new timetable around the urgency and conditions of the shipment.
Types of Air Charters
Air charters are typically categorized into three types:
1. Full Charter
The shipper exclusively uses the entire aircraft capacity.
2. Split Charter
Multiple shippers share the cost by jointly leasing an aircraft on the same route and schedule.
3. ACMI Charter
Also known as a wet-lease, ACMI includes:
-
Aircraft
-
Crew
-
Maintenance
-
Insurance
This model secures the aircraft for a certain period and is often used during high-demand seasons.
It sits between a one-off charter and a mid- to long-term lease.
Conversely, Dry Lease (aircraft-only lease) requires the operator to independently manage flight approvals, crew, and maintenance.
Therefore, it is not typically used by general shippers.
When Is Air Charter Used?
Air charters are chosen most often in these situations:
-
Time-critical cargo, such as emergency parts, semiconductors, and pharmaceuticals needed to prevent production line shutdowns.
-
Oversized, heavy, or hazardous cargo that cannot be loaded onto regular passenger belly space or scheduled freighters.
-
Routes without direct scheduled flights, or poor connection options that lead to long lead times.
Additionally, charters become valuable alternatives during peak seasons, strikes, natural disasters, or whenever regular flight space becomes insufficient.
Benefits of Air Charter
Air charters offer clear advantages:
-
Fully customized departure/arrival times and routing
-
Dramatically reduced lead time
-
Entire cargo loaded on one aircraft, minimizing risks of loss, damage, or delays related to split shipments and transshipments
-
End-to-end quality control with tailored ground handling, security checks, and special handling for sensitive or dangerous goods
However, charter pricing can fluctuate significantly due to factors such as aircraft type, flight time, positioning flights, international flight permits, slot availability, ground handling, and security costs.
During peak seasons, aircraft availability can be the biggest challenge.
Key Considerations for Charter Planning
Unlike regular cargo transport, charter contracts often include charter-party style clauses, and accuracy in the planning phase is crucial.
Pre-charter preparation typically includes:
-
On-site surveys
-
Crane/trailer accessibility checks
-
Airport security review
-
Handling route simulation
To receive faster and more accurate quotations, it is essential to provide detailed information early, such as:
-
Exact dimensions and weight
-
Packaging photos and drawings
-
Temperature/impact limits
-
Dangerous goods documentation
-
Desired schedule, flexibilities, and restrictions
-
Delivery method and customs details
-
Availability of loading/unloading equipment at site
With proper preparation, air charter—despite its higher cost—can become the most reliable solution when time is money.
If you have any questions regarding air charter services,
please contact us via email or send us a quotation request.
Thank you always for your support.

ocean freight logistics procedures and the freight forwarding process
We hope you’ll continue taking steps toward positive change—and we’d love to be part of that journey with you.
Today, we’d like to share some insights on ocean freight logistics procedures and the freight forwarding process.
Better communication often begins with a better understanding of each other's roles and responsibilities.
At Elogis Group, we are a dedicated International Freight Forwarder, providing total logistics solutions for importers and exporters, and maximizing synergy through trusted partnerships.
🌊 Ocean Freight Export Process Overview
1. Export Contract & Order Confirmation
Once a trade contract is signed between the exporter and importer, the order for the goods is finalized.
2. Production & Preparation
The exporter manufactures the goods according to the order and prepares them for shipment.
3. Selection of Freight Forwarder
The exporter selects a forwarding company and entrusts them with ocean transportation.
At this stage, transportation terms, costs, and schedules are discussed.
The forwarder manages the full transportation plan—selecting optimal routes and modes of transport, and coordinating efficient shipping schedules.
4. Preparation of Shipping Documents
The freight forwarder books the vessel based on the required shipping schedule.
Suitable vessel and container options are chosen based on the cargo’s size, weight, and nature.
5. Export Declaration
The exporter submits the necessary export declaration to customs.
When this task is delegated to a forwarder, they handle document preparation and filing, and ensure compliance with customs requirements.
Typical documents include the Bill of Lading (B/L), Commercial Invoice, and Packing List.
6. Cargo Packing & Pickup
Once ready for export, the forwarder arranges pickup of the goods.
Professional packaging services are engaged—such as box packing or wooden crating—tailored to the cargo specifications.
7. Cargo Loading
The forwarder coordinates vessel booking, container arrangements, and cargo loading.
All related shipping documents (e.g., B/L) are prepared and finalized.
8. Shipping & Tracking
During transit, the forwarder monitors the cargo’s location and condition, and maintains communication with the client to ensure smooth delivery.
9. Arrival & Customs Clearance
Upon arrival at the destination port, the local partner forwarder receives the shipment and prepares for import customs clearance.
The importer or local forwarder handles the customs procedures in accordance with local regulations.
10. Delivery & Final Handover
Once customs clearance is completed, the goods are delivered via inland transport to the importer’s address, completing the logistics process.
✅ Summary of Steps:
-
Export contract & order confirmation
-
Goods production & preparation
-
Selection of freight forwarder
-
Shipping document preparation
-
Export declaration
-
Cargo packing & pickup
-
Cargo loading
-
Shipping & tracking
-
Arrival & customs clearance
-
Final delivery to importer
🔍 Important Considerations
Throughout the process, various issues may arise.
That’s why a professional freight forwarder evaluates shipping options—whether by sea, air, or rail—to align with the exporter’s schedule.
Documentation, costs, and timelines may vary depending on the situation.
Once schedules are confirmed, relevant departments proceed with bookings and customs filings.
Many shippers entrust both forwarding and customs clearance to the forwarder, who assists with document preparation and coordinates with customs brokers for export/import declarations.
